Under the “Louisiana Scrap Metal Recyclers Law, which has passed both chambers of the Louisiana Legislature, scrap yard owners could not pay for copper with cash, nor could they buy scrap metal from anyone under age 18.
The scrap yard owners would also be required to take photos of the scrap metal they buy and the sellers they buy it from.
House Bill 1188 by state Rep. Andy Anders, D-Vidalia, passed the Louisiana Senate 38-0 Sunday. About 40 minutes later, HB1188 passed in the House 95-0.
The legislation, aimed at clamping down on the booming illegal scrap metal market. The law is set to “sunset” or expire on July 31, 2016.
